Keyword stuffing is one of the popular black hat technique which till date, many websites are utilizing even after knowing the fact its a black hat SEO. Hope Google takes an action on this ongoing issue…
Keyword stuffing can be done in multiple ways however, inserting the keyword multiple times within the hidden input type in meta/keyword tag is a popular one. These keywords are not visible to the user however it’s visible to search engine.
Also keyword stuffing can be done by making the text invisible in body section of the webpage. This is performed by color matching. It means that the background color and the keyword color are same and its invisible to user unless the text is highlighted by the user.

You are right. Most people are still using it but the sites will get penalized within a period of time. So, if you are looking for short term benefits, then you can follow all the black hat methods mentioned here. Essentially almost all businesses will look for long term benefits, so avoiding these will be the best option for them.
